No. Byrna launchers are legal in all 50 states, are not classified as firearms by the ATF, and require no permit and no background check. You must be 18 or older to purchase. Note that in Delaware — along with Idaho, Illinois, New Jersey and Rhode Island — convicted felons are prohibited from owning one even though it is not a firearm.
